Another outrageous child-related crime. A couple in Washington state tortured their 4 year old daughter, using a dog shock collar, beat her over her entire body, bit her.....ultimately she drowned when she was forced to wash her own urine-stained clothing in a bath tub. What should happen to these parents? How can relatives, family, etc. not have noticed this egregious and heinous situation.
